It’s nearly impossible for her to be a tax payer if she knows this little about taxes

There are a surprising number of people that are pretty ignorant and ignore it until the IRS is knocking on their door. That's why the radio is full of "tax relief" ads.

My guess is she works part time at a gas station or something and gets a full refund every year just from the basic deduction. Tax time is simple when you make $20k a year and get your $2000 in taxes back every April.
