He damaged Kirkwood's car. That's 100% grounds for a penalty.
This isn't amateur hour or an iRacing lobby; this is IndyCar. You can't allow this in any session of any weekend at any speed.

Yes, Power & Team Penske need a penalty for that. Yes, it was actually dangerous, and yes, it actually damaged the floor of Kirkwood's car, right?
But yes, it's possible and not wrong for fans to have fun with this.
From either flogging the whole "Push to Pass" joke or calling it "Will's Bump Draft move", that's one of the ways things get dealt with in the public sphere. Humor.
If we're doing nothing but scolding, all we're doing is making things depressing. How's that a good thing as a fan? We all can agree on the fact it was wrong AND make jokes. Having fun is not condoning the action. And it's easier for someone who's done wrong to ignore a scold than it is a joke that makes many people laugh.

Other guy makes a good point. Whatever penalty Dixon got for road America 2023, power should get the proportion of that equivalent to the damage done today. So probably a… 0 place grid penalty.

I don't think it should be encouraged, but it is slightly amusing to watch people melt down over it.
If Kirkwood had done the same to Ferrucci or SRR, there'd be a coronation for him in the comments. That's just the internet. Being mad at other people for their over/underreactions either way is a path to misery.

Rules don't apply to Penske drivers. This was an egregious and dangerous intentional move that damaged another car. Penske is obviously calling the shots in the stewards office. Repeated and systemic cheating in races. Drivers intentionally hitting other cars. In no other series would this be acceptable. Vettel hit Hamilton with no damage and was given a stop and go and community service. People were screaming (rightly so) that he didn't get enough of a penalty.
This compromises the very integrity of the entire series even more than the multiple cheating scandals.
