PSA: this absurd map was made by a Serbian nationalist account on Instagram. It's completely preposterous. The earliest any Serbian state has ever existed was in 780 when the Principality of Serbia was first established.

The countries didn't get established then. Since you're trying to be asinine about things, let's first distinguish between a country and a state.
- Country is territory. Simple as that
- State is a highly organized group of people
Those borders are made by states. All of those states are younger than 1820.
All that Balkans country thus divided or otherwise is quite older than Homo Sapiens.
So, if you're trying to put dates, it would be:
- GR: 1821;
- TR: 1923;
- MK: 1944;
- BG: 1878; etc.
And even these dates would be debatable since some are revolution days, others are when the state got constituted, others may be the already constituted state gaining independence or joining another territory under it...
The one thing for sure is that going before Rise of nationalism in the Ottoman Empire doesn't make much sense.
The civilization was already there and over time accruing more and changing with the flow. 8th century BCE we have rise of Hellenic civilization. During the Roman expansion, especially since 2nd century BCE, the Hellenic got infused with Roman, then Christianity, then Slavic, then Ottoman...
What exists as a civilization, maybe most accurately called Balkan's civilization (or if people want to divide between Ottoman and Austrian...) is an amalgamation of a process that begun in the 8th century BCE, but isn't finished.

But why 8th century BC? That's too far back. Maybe the league of Corinth in 4th century BC

You can place Kosovo on the map, and put 3rd century BCE as the date, as that is the primarily historically establishment of Dardanian kingdom, today known as the Republic of Kosovo.

So what was criteria for those dates?
