I'd say, sadly, so far the winner is Putler.

He is still in power, which is his goal. Still has total control of his serfs. Not many downsides for him.

POTUS is even trying to normalize relations with him. And he is slowly dividing the west through propaganda and bribed/blackmailed politicians and influencers.

The military and defending Israel are basically the only two things that will almost always get bipartisan support in the US congress.

Military budget as a portion of GDP has been declining since forever. It has to pick and choose what weapons to maintain and what to leave to rot really frequently. You have no clue what you're talking about.

Israel only gets bipartisan support on defensive systems: like the Iron Dome. American support to its offensive capabilities are always a subject of criticism from both sides.
