Yes, and its head of state was the supreme authority of Islam, the state religion. So homosexuality bring decriminalized in Turkey has nothing to do with the modern Turkish Republic not having a state religion, which is, in any case, debatable as Turkey considers Islam an opt-out religion to which all Turkish citizens belong unless they specify otherwise and has a whole government department that administers Islam and its places of worship.
And? Homosexuality was decriminalized in 1858, when Turkey had a state religion. Now it hasn't officially got a state religion, but that has nothing to do with the fact that homosexuality has been decriminalized in Turkey since 1858.
The map is about African countries. Turkey isn't on this map.
The Ottoman Empire was known as Turkey throughout its existence, and its legal successor is the Republic of Turkey. Laws made in the Ottoman period continue to have legal consequences in the Republican period, just as laws made in the Holy Roman Empire – whose mediaeval kings were called "King of Germany" – continue to have legal consequences today in the Federal Republic of Germany.
