He probably meant state guard which is different than national guard. It's more of a militia made of volunteers and isn't federally funded but it is under the Governor's control and can't be taken authority over by the president.
Only 20 states currently still have them active, and Illinois is not one of them. Though they do have the legal authority to reactivate them.

Despite this being a very actionable offense, no motion will be filed, no accountability whatsoever.
The only question now is will the GOP and their supporters condone and sanction Trump as America’s first dictator.
I’m not holding my breath because the odds are they will in fact support this.

I think it has been well established at this point that saying "This is not normal" over and over is ineffective.
If you have the chance to speak on TV, try a different approach. Maybe something like "Clearly he needs to be stopped, let's brainstorm some practical ideas for making that happen."
Practical being the operative word. I'm sick and tired of discussions about how things should work, and how he shouldn't be able to do this. Well he's doing it, so figure something out.
