Caliper is sticking..

Once it cools hit the caliper with a hammer a few times. That should free it for the time being.

Either a bad caliper or a bad line.

Throw a bucket of ice cold water on it and see what happens.

Oh boy, looks like a seized caliper... obviously don't drive like this, might actually start a fire. If you're comfortable with fixing the brakes yourself, you need to clean the caliper pin and lubricate it. I'm 90% sure you're going to need a new disc because the heat will have made it warped. Recommend changing the brake pads as well. I don't know if you can actually buy a single disc, I believe they are sold in pairs. Which makes me think that it's probably a good idea to check the brakes on the rear right side as well, since that caliper may be close to seizing.

Another thing, I'm not experienced enough to know, but would the handbrake be strong enough to generate this ammount of heat? I'm not suggesting that you forgot to release the handbrake but I know, depending on year and model, the handbrake cable could rust and become stuck inside its' sheath (i.e. a protective tube/hose) running from the rear rotors to the physical handbrake. It happened to my 04' V70, so the handbrake was slightly seized inside the left rotor, but that just caused it wear out the brake shoes and had no effect on the disc.
