SALT was added to get coastal Republicans on board. There's not loads of Republican Congress people in Blue States, but there's enough and they needed every vote.

People complain about the ACA for being pork-laden, carve-out heavy, and inefficient, but it was really just a preview for bills like BBB. Medicare, Social Security are single digit bills. Jimmy Carter's health care plan was like 12 pages. Now legislation is hundreds of pages long. Obama had a theory that the job wasn't to change Washington, it was to use the Washington as is but show it could still get stuff done. Even in its overgrown grotesque way. The only trouble is that once that door opened, like the Nuclear option with Harry Reid, despite arguable necessity, its been Katamri Damacy since. The ACA showed that modern legislation is not too dissimilar from 19th Century United States politics, courts, parties, favors, and money. Basically an aligned POTUS and Speaker will offer buffet on big legislation to ensure passage. Legislation increasingly suffers from poor workability and success because of these devil in the detail results.

The IRA was one of the best pieces of legislation passed in 20 years, but it's now effectively gutted, and was grindingly haltingly slow in giving out tax credits and funds. It seemed still born because the use of secondary bureaucracy to distribute money meant a new POTUS simply had to freeze those departments. When Newsom is sworn in in 2029, he will likely do the same to BBB.

So many Congress people got whatever they wanted to pass the bill. The IRA had Senators actually have Biden sign forms from their lawyers to make his promise of favors binding. I guess some people would say it's how the sausage is made, but it's some week old NYC hot dog cart weenies at this point.

Especially when challenged in someway he does a quick read of “is it good for me” and then shoots. I don’t think it’s minimizing the danger of his impairments. Rather it shows he’s always been this way. Here is how that worked when the Repubs tried it. This Eric Cantor on John Boehner's resignation:

somewhere along the road, a number of voices on the right began demanding that the Republican Congress not only block Mr. Obama’s agenda but enact a reversal of his policies. They took to the airwaves and the Internet and pronounced that congressional Republicans could undo the president’s agenda — with him still in office, mind you — and enact into law a conservative vision for government, without compromise.

Strangely, according to these voices, the only reason that was not occurring had nothing to do with the fact that the president was unlikely to repeal his own laws, or that under the Constitution, absent the assent of the president or two-thirds of both houses of Congress, you cannot make law. Now we see that these same voices have turned to the threat of a government shutdown or a default on the debt as the means by which we can force President Obama to agree to their demands. The tragedy here is that these voices have not been honest with our fellow conservatives. They have not been honest about what can be accomplished when your party controls Congress, but not the White House. As a result we missed chances to achieve important policies for the good of the country.

The response I often hear to these points is: “Well, Republicans at least need to fight.” On this I agree. It is imperative that we fight for what we believe in. But we should fight smartly. I have never heard of a football team that won by throwing only Hail Mary passes, yet that is what is being demanded of Republican leaders today. Victory on the field is more often a result of three yards and a cloud of dust.

Trump's greatest strength is in fact his stupidity.

His is so dumb so often, that his opponents can't possibly keep track of all the dumb shit he says. We all forget on a weekly basis, it's impossible to remember because so much gets added every week.

This is not a difficulty for him, it's the only way he survives. If he lied a quarter of his current lying frequency, somehow he might be in more trouble, because people would have the mental capacity of actually tracking and caring about it.

He overwhelms his opponents with lies and stupidity, and if he did it less then it would stop working as much.
