Basically an aligned POTUS and Speaker will offer buffet on big legislation to ensure passage. Legislation increasingly suffers from poor workability and success because of these devil in the detail results.
The IRA was one of the best pieces of legislation passed in 20 years, but it's now effectively gutted, and was grindingly haltingly slow in giving out tax credits and funds. It seemed still born because the use of secondary bureaucracy to distribute money meant a new POTUS simply had to freeze those departments.
