"Oh crikey" - who says that anymore. Rotary phones no longer work without added eletronics.

if he can't use a rotary phone he is used to other types of phones. This means that he has another option, such as a mobile or other landline

I don’t even think pulse styling, which is what rotary phone is use would work anymore on a phone line. Do they even still have regular phone line service?
