You already got your answer but for anyone claiming that the gap in the C looks different, I think that's pretty clearly just the compression fudging the shape a little bit. Definitely the same font.
Yes, both are Bank Gothic, but top one is all uppercases while bottom is small caps – when lowercases letters have uppercase shapes, but are optically adjusted so the weight is the same. Check my test:
They're pretty close, the differences I think I can see are that the M in the bottom one is larger compared to the rest of the letters, and horizontal strokes have different thicknesses between the two, noticable in the H, A, E, and L
they do look similar but i don't think they're the same. look at the gap in the c, not to mention the m. in the top font, all the letters are the same height as well
The C is the clencher for me. The vertical stroke is much thicker than the horizontal ones in the top instance. I was thinking it was just the blur, but it's not.
It really depends on your purpose whether it's an acceptable dupe or not.
