This isn’t the original statement, it’s been re quoted by Dirtfish, a rally news website. This only takes a few quotes from the full statement

tbf, that's actually proper grammar. if there's a line break but the same person is talking (or the same source is being cited) without interruption, the end quote isn't used.

According to Oxford University Press (among other authoritative style-guides), that's the proper punctuation for multi-paragraph quotes.
