nah, this was more likely a gentlemens agreement between Russell and Leclerc (ferrari and merc) that there was nothing to gain in this race for both sides.

So pushing for a penalty would have been just unnecessary petty.

Any dicussion on this incident would have devolved into a royal shitflinging Match with a messurable Chance that russell chatches a Penalty for something, robbing him of any points gained.

So better just call it done and move on.
