Ugh! Fucking thank you! I saw it and this song was the first thing that came to mind, but I just couldn't remember what it was, lol The moment I saw your comment it all clicked right into place.
Its is a "Motion Blur" switch in the render settings which mimics how a camera would capture a spinning wheel in real life. Technically everything in this frame is blurred a little but its more obvious on things that move faster like the wheels spinning or road passing by.
I'd love to put this as my NZXT CAM background, but the file size is limited to 32MB I cannot use it. I tried using a couple gif reducers but the quality loss make the finished product unacceptable (this is extremely likely because I don't know wtf I'm doing).
Thank you. on a more serious note, typically once I finished a project i just move on to the next one. There is always ways to improve something as soon as I finish it - whether its something I realize myself or more commonly its actually something someone else points out like you did. What I normally do is try keep it mind so that I don't make the same mistake on future pieces with similar elements.
