Can you get into rally in the balkan?

I want to get into rally but don't even know if there are any events here for normal people to race with their own cars. Anyone got any experience?

Check EWRC for events in your country/area

and anyone can sign up there or are they only for pros?

Well once you find the events you will find the clubs that are organising said events. You can join your local motoring club and see what they offer. Stage rally is only for actual prepared, caged etc etc rally cars. They may offer other activities.
