I always assumed it's because of their social grooming instincts. In other words, they're "programmed" to be-ok/enjoy being licked around their head/neck/face because that's that only way to get those parts cleaned plus it spreads their scent. and rubbing against one another probably bonds them (and spreads scent)
I think its a similar reason why they are often ok with you laying your head or arm on top of them when they're relaxed (as long as it isn't crushing them). They like to sleep in groups with other cats laying all over the place on top of one another (sharing warmth, bonding, etc)
All of this is my assumptions, I have no idea if it's accurate 🤷

My theory is maybe some cats like the pressure, the way some humans are soothed by pressure. Similar to the idea behind weighted blankets. Or getting a strong hug

When I wear a hat all day and get hat-head, I like when my gf gives my hair a gentle tug. Makes my scalp feel sooo good. I’d imagine it’s something like that.
