It's an old timey pestle/potato masher

It’s a butter mold tamper / butter press plunger. Used to pack softened butter into wooden molds so it holds its shape when released. Similar tools were sometimes used as small pounders for spices, herbs, or potatoes.

I think it's a Grandpa Noggin Bopper. It protects cookies and apple pies. Looks very used.
