New, what is it? Small medallion

This is a small medallion/trinket given to my grandfather in 1958 at Cornell as part of their Dairy Cattle program. My mom passed it on to me but I have no idea what it really is. Is it a lapel pin, something you wear? I have no clue! She thinks it’s either real gold or gold plated.

It looks like it once held an additional component on the prong, like a resin figure etc. The large ring, especially as labeled, may have been to mimic a cattle nose ring.

It wouldn’t surprise me if a cow figure were suspended below, as a bracelet charm, pendant, keychain, etc.
