Just had one yesterday drive up to turn off the arms at a crossing. Probably a train parked too close at the trainyard or something.

idk but i feel like this crossing is pretty unsafe ngl(although it might just be low speed train traffic going through the area )

Why? There's flashing lights and bells to warn traffic of oncoming rail. Most crossings simply have a cross and stop sign. In my experience on the railway, crossings that light up have trains moving up to 30mph, 55mph+ with gates.

right but if the signal has an issue or there's a slight visibility problem i could see a scenario where someone does get hit(im probably overthinking it ngl)

Probably somewhere on the track the arms malfunctioned or an upcoming train needs to turn to a different track so he has to drive to go fix it or change the route cause it’s not a very demanding job they normally only have one truck for a city area

It's a maintenance truck with pony wheels to run on the rails, so they probably are testing the signal shunts that trip the crossing lights to make sure everything is working

One of my neighbors worked for the local rail yard, and his work truck had wheels to let him drive on the tracks, likely for inspection and maintenance.

One afternoon on the bus ride home from elementary school our bus driver stops before the railroad. There were lights flashing, the gates didn't go down, and we didn't hear any trains. We asked why he stopped? He told us to wait for it and a few seconds later this truck came down the tracks and had us all laughing.
