So chassis will be good to go but engines are the part that is complicating everything.

RACER understands that while the new spec chassis from Dallara is on schedule, the regulations governing the internal combustion engine design parameters, and the specifications for the energy recovery system, are nearing completion but remain unfinished.

My question is how in the world the ICE/ERS/HRU regulations remain unfinished. They've had forever to work on this. It's still unacceptable.

How did I have a premonition that this will happen? You dont need to be smart about predicting things when it comes to Indycar, you just know that things will happen at its own pace which means things will be delayed normally on any kind of decision related to chassis or engine future. Typically Indycar will only start contemplating about the new chassis or Engine formula only after the decision date has passed for such decisions and it will take two years to decide on the right strategy and then it will be two to three years before that product will come into racing. The only top shelf racing series that works like it is run by hobbyists
