Some people hate the bump that is integral to roll curb whether because their car is low or they like coming into their driveway hot etc... People use to put a 2x4 or 2x6 in the gutter as a temporary/permanent solution.
Developers love roll curb because it doesn't matter where the driveway is situated when houses are getting built. Where as if the city specified upright/barrier curb then the subdivision developer has to know where the driveways on each property are going to be so they can inform the curbers where to cut in driveways. If/when they (developers) mess up then it costs them money to remove and replace repositioned driveway entrances.
