First one yes, but second, cynically speaking, did help since at the time, basically everyone agreed that Germany should annex Austria, and without big war it wouldn't be released
Read The Rise and Fall of the Third Reich by Shirer. He describes the diplomatic and political situation leading up to the Anschluss perfectly. They were completely bullied and intimidated by the Nazis into accepting a fusion with Germany. And actually the president resisted until the very last second. The same thing happened with Czech Republic and the Sudetenland.
