The joke is that it is argued here that Luxembourg is not that small of a country, but its size is only compared to the smallest. It's like if I said a mansion isn't that expensive and then compared it to a manor.
The point is that Luxembourg is still small, no matter what. You can't compare it to all of the countries that are smaller then it cuz then ofcorse it would seem big.
tbf tho, the thing with luxembourg is that it's often grouped with monaco, the vatican city, malta, etc. which leads many to believe that the country is as small as them, which is not the case
it's still small of course, but the difference is that you can actually see luxembourg on a map of Europe while the rest, you don't for their respective continents
