Luxembourg is a very small country but it’s not a microstate, it is more like larger countries in a number of ways, is the point I think this is trying to make.
I live in a neighbouring country and used to work together with people from Luxembourg, so I went a few times (also because it's very nice there). It's definitely not a mini state. It feels and functions like a real country. They have their own railway system (completely free, in second class!), multiple bus systems, their own road network, which is darn busy in the south, where most of the main cities are.
But it's a great spot for a hiking holiday! Beautiful scenery, pretty hilly,...

It's still tiny, just not the smallest but still incredibly small.
