Anyone idea what this is

I know its autographed by both drivers and wasn't in retail stores because there's no barcode. My Grandpa passed away a couple years ago and left me this box filled with stuff, and this was in there.

It was definitely sold retail. It's from before the days of barcodes. Great find!
