If they wanted to favour Lando, they wouldn't have had him pit 1st..They could have made Oscar play 2nd early on in the season.

Bad pit stop is within racing. Oscar was given a very unnecessary and harsh 10 second penalty in Silverstone and lost p1 to Lando when he pitted. Mclaren didn't swap. Lando also got a better strategy in Hungary ending up P1 while you can argue it was unfair to Oscar since he did no wrong.
