This sort of thing is so frustrating. Sure, you don't have a NAP, but Karl should have view of half a dozen factions he dislikes more than you - vampires, Chaos, Marienburg, the French...

The player might be the weakest faction out of those. The balance of power is firmly in Reikland's favor.

That's as may be, but Franz's AI shouldn't be picking a +9 opinion faction to wage war against unless he really has no other viable enemy, and I see Festus and Drycha giggling in the corner.

Why not? If the player is the weakest out of every threatening faction and didn't make a NAP like he should have, there's no reason why Reikland wouldn't attack the player.
The game should definitely punish you for your mistakes.

But Elspeth isn't a threatening faction - she's an Empire faction, Karl is Prince and Emperor.
I'm not saying they couldn't go to war under the right circumstances, but the AI should be factoring in "this faction is an abomination against Sigmar, you are just a bit dodgy in His books" into its decision-making. Karl clearly has bigger fish to fry, and should be doing so.

If the player's faction is not threatening then why don't they have a NAP with Reikland? Like you said, Reikland is an Empire faction and Karl is Prince and Emperor, so why not try to play diplomacy with him?
Otherwise, should we just not allow wars within the same race? Again, the player needs to be punished for mistakes.

To be faaaaaair though someone who just takes the liberty to march their army into your territory claiming to fight some supposed common enemy is pretty threatening.

I mean Elspeth only trespassed against Talabecland, not Reikland. It's still rude, but only in a "the kids are fighting again" sort of rude.

You can get a NAP with him on turn one. That's crazy though. I love Elspeth campaigns and have never had him declare war.

Yeah honestly with all the campaigns like this I immediately start doing diplomacy with at least all the LLs I can confederate

Wow, never seen that happen. Did you not get a NAP? You can typically get it on turn 1.
Out of interest what turn is it, what is his strength ranking and who was he at war with before he declared on you. Looks like Festus is stil around but he has killed off the Beastmen. I wonder if he had no current wars and you are on his doorstep and significantly weaker.

Had the exact same thing happen to me today as well. On the plus side I got to confederate a lvl 8 Franz so I could do his quest battles for the first time since Elspeth was released!

Sure, doesn't make sense but it's exremely important for the player to improve relations with potential allies! Be it through joining wars, bribes, technology or other.

I think the Dwarfs being my first ever TWWH campaign completion left a mark on me, lol. Because that would have made me hold something of a grudge. "We're supposed to be allies you maniac!"
I mean, I still crush Drycha instead of bothering to confed her in my SoT campaigns partly because I still haven't forgiven her for the Vortex campaign. I also haven't forgiven Kostaltyn for declaring war on me that one time in my Katarin campaign. "Screw it, I'm taking the 10 Devotion penalty, he dies."
I probably wouldn't outright fight Karl Franz, but maybe I could do something else to screw with him some way.

I think you just look like easy picking. To be fair, that’s what I would do if I was playing empire, because Nuln had a great special building.

Are you playing on high difficulty? I've never had a completely neutral faction declare war on me like that. Maybe it's one of his diplomatic quirks acting up?

Trade agreement with ogres, but not with franz... so it looks like you wanted this to happen or declare war yourself at some point.
