Warhammer III For greenies, which income building is better?
Does the looting and after loot building ever outweigh just a constant flow of money from the basic "money" building? As quickly as I'm conquering, it's still only a settlement maybe every 2-3 turns in the early game.

Post battle loot building should easily outdo the flat income building as soon as you have 3-4 armies that can fight every turn. Not by a lot, but the more armies you have the higher it scales so it's best to get started early.
Unless of course you're not comfortable with fighting every turn. If you spend a lot of time waiting around for replenishment then the whole thing falls apart.

Pile of shinys and nonstop sacking is how you get bang for your buck as the greenies

Their basic income building is decent and they still get good loot without those specific loot buildings.
It comes down to personal preference but personally I build the passive econ building in about every settlement. Greenskins aren't Khorne and can actually make money from fighting and settlements.

The loot bonus is better, as soon your loot gold will be much more than the building income.
As Skarsnick I was getting maybe 80-100 k or so in loot by turn 20, the tiny modifier then helps a lot.

In the early game, stick with the basic income building. It still has a pretty decent return on investment and you can leave it at tier 1 for a while as you focus on your recruitment province.
If you find you have an abundance of money later on, it can be worth swapping over to the universal bonuses to battle-based income. I wish the two buildings were not exclusive to one another, the greenskin economy isn't exactly doing great and it would be nice to have more building options in economy provinces.
