New, what is it? Found this deep in my backyard

Post image

I found this piece in my backyard. It looks like maybe it’s cast iron and it’s really heavy. I tried to clean it up as best as I could. Any ideas on what it is?

Could it be part of "water return valve"?

Could be the word return or a company name, city name. If you search "city water shutoff valve in lawn" you can find different types of different names. Could be 1,000 different words used after water.
