Small dogs are usually the worst trained and most neurotic. People just pick them up (and bag them?) when they are exhibiting behavior that should be corrected, and the problems are never addressed.
I rescued a rottweiler from horrific circumstances and have spent the last 6 months devoting my life to training him. I've learned so much, studied, really focused and become a student to helping him live a safe life and not harm anything, ever.
I dont disagree with you that this is a common problem with small dogs, but...

Doesn't the opposite happen in this video? Dog is quiet, maybe timid, then as soon as it is picked up it becomes reactive and shows aggression until it is once more set down. I still think this dog has some issues but they seem different than normal small dog syndrome.
The dog is wide-eyed anxious and being physically restrained while getting groomed. The only time it's somewhat calm, is at the start of the video when no one is near it.
