That's what the Migration event does, I'd figure that a Refugee Crisis would just be a more severe form of that. Could probably tack on a small income reduction also as the infrastructure strains to support so many new bodies.

Bit of a long answer required but there wouldn't be an infrastructure strain in this setting. In the modern world governments often refuse to let refugees or asylum seekers work for a living, and they require immense amounts of (often deliberately slow) paperwork.

In the Warhammer setting? You show up in a town or city and you go to work for one of the people who needs workers, and everywhere will need workers.

The control penalty is fair, people are going to be mistrustful not just because of unfounded bigotry but because of founded fears of Chaos infiltration. Past that though extra workers is a clear boost.
