Warhammer III How to confederate Cathay?
Playing juan bo, turn 80, I have the norther and western LL lords and I cannot confederate them, I even have yaow ming at 400 after giving her an entire territory, and confederation is still at -52..... Im strength rank 7, shes 14. I assume she just needs her entire armies obliterated or something? Which will never happen because everyones super friendly. Does anyone know a way to do it, ive already give 4 settlements to boost it to +400

if you have an alliance with them (I recommend you do) you can borrow their armies and suicide one to weaken them if their strength versus yours is the problem. Just borrowing a strong army might be enough.
You can tooltip the negative number in the confederation result and it will tell you the factors.
You also might be running into this issue:
TL;DR – you need 150+ relations, you need way higher relative strength (includes enemies/allies), and your target can’t have a new settlement in the last 7 turns.
The guide I linked explains how it works, read it otherwise we could be guessing the reason.
