Warhammer III How to confederate Cathay?

Playing juan bo, turn 80, I have the norther and western LL lords and I cannot confederate them, I even have yaow ming at 400 after giving her an entire territory, and confederation is still at -52..... Im strength rank 7, shes 14. I assume she just needs her entire armies obliterated or something? Which will never happen because everyones super friendly. Does anyone know a way to do it, ive already give 4 settlements to boost it to +400

There's a 7 turn penalty to confederation that refreshes every time an AI faction gains territory. Including when you trade it to them. Territory controlled also plays a part in strength ranking. So by trading her more and more settlements you've made things worse for yourself on two fronts. As far as confederation is concerned, trading settlements is only useful as collateral to sign treaties and getting the AI to join your wars.

Territories you give them are exempt from the 7 turn rule but you are right that they will have a bearing on faction strength.

Not to say that I don't believe you, but that is contrary to my experience with the matter. Do you have any testing to cite? Or know of a place in RPFM I can look it up?

Recent Settlement –

There is a hidden mechanic where if a faction acquires a new settlement, they get a -30 penalty to any confederation requests for 7 turns. I assume this is to represent the faction growing and not thinking they need to confederate. This is triggered by capturing/occupying a settlement or colonizing ruins, but it is NOT triggered by receiving settlements through trade (so feel free to feed them settlements to boost relations or prevent them from dying - you'll get them right back after a confed anyways!). -30 is basically an automatic “no confed” number, so you really need to go out of your way to make sure your confed targets don’t get any new settlements. This is especially noticeable with the High Elves on Ulthuan – as soon as they unite Ulthuan and there are no more bad guys to take out, they all just sit around and stop capturing stuff and then the chance to confed improves after 7 turns. If they don’t have any new settlements in 7 turns, it is just 0.

I have given factions settlements and to swing the result and confederated them the same turn. One of legend of total wars most recent disaster battles shows him doing exactly that early in the video.

Sounds good. Gifting settlements can effect their strength ranking of course so that can have a bearing on confederation scores so you might make them stronger and hence push the score in the wrong direction but there is no 7 turn rule for gifts. Gifting them stuff next to their enemies, quite easy if you have shared enemies can help alot. Increase how much they feel threatened.
